Windows 7 Aero Blur Tweaker is a free tiny portable tool that allows you to hide/show aero blur in Windows 7 with one click.

How to hide blur:

Run the tool.
Click on Hide Blur.
Now the blur will be hidden in all the windows.

How to show blur:

Run the tool.
Click on Show Blur.
Now the blur will be shown in all the windows.

This resolved my problem:
Start cmd as administrator.
Then type: sfc /scannow
Restart

first I had to take ownership of C:\Windows\system32\dwm.exe If I don't do that,I get an error. Anyway nice tweak
